Unreliability of Norton's Safe Web

Norton allows users to report a "pfishing site" - although pfishing sounds to me like just one element of all the ways in which a site can be malicious.   The safe web site (i.e. Is this site safe? page) does list a broader range of possible threats (eg. malicious downloads) and allows users to comment on a site but these comments do not seem to affect the rating in any way. What is the point of having this system if it adds no reliable information? I have just found that Norton rates www.nch.com.au as completely safe although when I purchased and downloaded software from this site it downloaded a search engine and toolbar which hijacked my browser settings, disabled my navigation bar and proved impossible to uninstall. 

Surely it is not enough to just warn people about dicey sites; do we have no legal mechanisms for deregistering unethical companies like this?
