This occurs on a Surface Pro running Windows 8.1 Pro and Norton 1 with Norton 360 v 20.4.0.40. (I have a Dell 2350 runnning the same OS and N360, with no such problem...so far.)

but that solution (running Defraggler) does not help.
N360 displays the warning in the subject of this message. On running N360's disk optimization, after about 3 seconds I get the first window in the attachment to this message, stating optimization not required due to very low fragmentation, but with an error, then the second window (Fixing Tuneup) in the attachment ran until I cut it off after about 9 hours. So there is no actual problem, since defrag is unnecessary, but how can I get N360 to stop reporting the "error"?

Hi, Broadhead; thanks for keeping us updated. Your post may well help others experiencing the same error.
I suspect what happened here is that--solid state storage (and tablets!) being relatively new to the Windows platform--previous versions of Norton simply could not recognize something that says it's a Windows system that doesn't have "a proper hard drive" in need of periodic defragging. We've had a few threads where this has come up as an issue with newer PCs, albeit without the error, where the user simply didn't want Norton wasting time (and drive longevity) defragging an SSD...but I suspect the addition of the tablet form factor--which simply hadn't existed before as a Windows platform--just confused the old Norton beyond measure!
The current version of Norton, however, is up with the times! Glad you're running smoothly--and I wish you safe and happy computing with what is, in my estimation, a pretty cool device!

I agree that the problem was most likely N360v20 confusion over the solid state drive. I was thinking, but did not post, that the only difference between my Surface Pro and the Dell 2350 was that the 2350 has a regular hard drive.
Thanks for the complement on the machine. I resisted getting a tablet (because I make extensive use of spreadsheets and tablets didn't seem to handle things like open-office software), until I could get a "tablet" with a real operating system; I love the Surface Pro, and have quickly become a Windows 8 chauvinist, as I have long been a Norton chauvinist.
