Unusual Windows XP issue

I have a somewhat dated Dell desktop that I’ve kept and simply reformatted from time to time with a clean install of a retail version of Windows XP Professional x86. I’ve run Norton on this system every single time from the very beginning. However, after reformatting it recently and attempting to install Norton Internet Security 2011 (version 18.1), it suddenly crashes. I have been able to recreate it in almost every scenario after reformatting. I’ve tried installing before any Windows updates, as well as after all Windows updates. I’ve tried any number of different possibilities, all with the same result of causing the computer to crash (absolutely no other antivirus or security programs installed). It doesn’t BSOD or anything like that. It simply shuts off when trying to activate Norton services, restarts, attempts it again, and it crashes again. I’m currently just running free security software on it now. I’ve even experimented with various free software to see if it results in the same–no other program causes this result----this includes MSE, Avast, AVG, Avira, Comodo, Panda, etc. I run NIS 2011 on all other systems I have (and on every single computer my family uses). and I’d like to be able to use it on this system, but I’m really at a loss as to what the issue could be or how to solve it. Thanks in advance.
