Unwanted Malicious Software

I am infected with an unknown malicious software problem.  I am using Windows 10 (64 bit), but this problem also occurred when I was using windows 8.1.  This is the problem:  I get a windows error that says:  Windows cannot find C:\Program Files (x86)\user extensions\Client.exe.  This is accompanied by a windows "Run" window C:\Windows\System32\cmd.exe, that has no entries.  Now I have done a lot of research on this item and have read a lot of useless articles online about this item.  In addition I have done the following:

1.  Run a full system Scan using Norton Premier 360

2.  Gone to the Symantec/Norton web page for help and Ran the offered Symantec Trojan Removal program for 64 bit systems, the Norton Power Eraser (several times) the last time based on written Symantec instructions "I want to Remove  Trojan Powerliks from my computer, specifically the one from the specified Symantec site for 64  bit systems FixPowerlks64-Bit. and all the items contained in the instructions including running Norton Power eraser  and deleting temporary files. 

3.  In addition I examined all the relevant files in Windows System32 files on my computer.

None of the hours spent running all these scans and removal tools touched the problem.

I know everyone is tied up now answering questions from people who "lost" their Symantec security programs when they installed Windows 10, but can anyone help me with this problem?
