Unwanted window opens at startup

I am not sure if this is the correct place for my minor problem.  If not, apologies! 

Recently I have been getting an unrequested window called Student Blog every time I start my PC and I am on-line.  Properties shows only that it is HTTP and that the URL is http: // lipocodes . com/ StudentBlog/.  I have entered this in Restricted Sites but it keeps coming.  Is there any way I can block this particular page using the Norton 360 firewall?  I run Windows 7, 64 bit, Home Premium, and Internet Explorer 9.

See if it is in Msconfig,  Is there a entry for it to load on startup??

There is no entry for lipocodes in Msconfig, Quads.  At startup to-day I checked properties for the page and found "source", which is all stuff I do not understand.  However, I ploughed through it and found http://pagead2.googlesyndication.com/pagead/show ads.js"  Is this of any help?  Sorry it's a hyperlink; I don't know how to stop this.
