Thanks. I tried. When I went to MS Update Catalog and plugged in ““ I found the patch. But when I downloaded it, there were two executables: securityhealthsetup_9748183a1eaf2419897f6302387a26b87823f7c0.exe and securityhealthsetup_b0f4702a05e43a3f7389ee3ff73a37084bd8267c.exe. The first does not run. Every time I try to check for updates, both thru Norton and MS, each finds KB5007651 (Version 10.0.29510.1001) is needed.
I guess my allowing Windows Update to add it I screwed it up. How do I undo it?

The issue is actually using Norton software updater in the first place. It is inherently inaccurate and causes more issues than it resolves. Our recommendation is not using it.

Does your computer run with an ARM architecture processor? Have you looked for an update version of Norton on the MS Store?

I have an Intel core 7 running Win11pro. I always try your second suggestion first: Clean boot , DISM /Online /Cleanup-Image /RestoreHealth, SFC /Scannow. What I see every time I check for updates is “Update for Windows Security platform - KB5007651 (Version 10.0.29510.1001)”, first it starts downloading, then it installs, every time I check. I will try 1. Reset Windows Update components and 3. Perform an in-place upgrade.

KB5007651 is updates for Windows Defender, which gets disabled with the exception of Windows Firewall when 3rd party A/V is installed. Windows Firewall is required for Windows Updates to function. What build are you running on Windows? Insider edition?

This problem somehow resolved itself. When I had the problem, I would go to Windows Update and check for updates. KB007651 (Ver 10.0.29510.1001) would turn up. I would let it load and check again for more updates. The same update was listed. I tried DISM.exe… followed by sfc… suggested above. I tried manual download. After each I checked Update History. The update was listed, but still checking for updates still listed it as being needed. Then on 19Feb2026 this and a second update needed to be added, the other being an Driver Update. They both loaded and the problem went away. I do not understand everything, so I do not know why the Update History showed it loaded, but checking again Win11pro still wanted to load it again, until another patch was added with it.

Thanks for the post-back. Although I have zero evidence to support it happened in your case. Microsoft has in the past pulled then re-released WU’s without any warning. That may have happened here. If by chance you reset the Windows Updates data storage that may have triggered it.
