Upgrade Nightmare

I recently upgraded my windows 8 64 computer to 8.1. After, I was having some problems with NIS, so having noted that there was an upgrade, I installed the latest.

 

Since then, it has been a downward spiral into utter frustration.

 

When I first intalled the latest NIS, I got an error message whenever I ran live update (I think it was error 8320 and 208?). Since I couldn't find a way to resolve that, I uninstalled NIS using the windows program control, then ran the norton uninstaller. Several restarts later, I installed a fresh download of NIS.

 

NIS is now completely unresponsive. I can't load the interface; it shows in the system tray, but that icon is also non-responsive. The windows "action center" gives an alert that the firewall and antivirus programs are not running, though they appear in task manager.

 

When I try to run norton management, it can't add the device, despite the fact that I have available licenses.

 

Any advice before I head down the next wrong direction would be appreciated.
