I bought a 3 user license for Norton Antivirus. I have decided that I would rather have Norton Internet Security. Is there anyway that I could pay a little extra and convert my Antivirus license to a Norton Internet Security license?

There is no automatical upgrade form Norton Antivirus to Norton Internet Security.
My advice is to contact customer service so they can check on your specific case. you can find contact information here.

As Raz indicates [thanks Raz] if anyone can help you it is Customer Support -- here's my boilerplate on that:
To contact customer support Click on this link and work on from there.
You can choose CHAT or Email; phone may have a long wait time.
Note that that link is to the USA/CAN website so if you are located elsewhere I'm sure you will be able to find the equivalent location on your local Symantec website; some pages have a link at the top right where you can select the country you are located in.
Note that Symanatec offer a 60 day satisfaction warranty -- at least in some countries -- and so if you are within that period you can ask for a refund of the original purchase price and then buy the NIS ......
And even if you are outside the warranty period, no harm in asking them <g>
