Can one access blocked sites in online family Norton by using anonymous proxies?
Yes, a blocked site can be accessed using anonymous proxies. This is a known limitation. As a workaround, you can configure child's Web Settings to block the category named "Web proxies". With this policy enforced, child will not be able to access the anonymous proxy itself.

In the next release this problem will be fixed, and traffic routed through a proxy will be inspected as normal.

I'm the product manager for OnlineFamily.Norton, and I wanted to clarify what the team has said about proxies. We did have a problem preventing the use of proxy servers to anonymize traffic, but this is something that takes some setting up in order to do (your child would need to be very tech savvy to do so).
Most kids try to browse anonymously by navigating to a proxy website, for example, by googling the term "proxies" then trying to navigate to one of the proxy sites on the resulting pages. These are blocked by default by OnlineFamily.Norton - any child that's in "block" mode will be prevented from visiting such a site (an example is a site like http://www.ifreeproxies.com). You can generally tell if kids are trying to access proxy sites because you'll see a number of blocked entries under the category "Web Proxies."
So to be clear - we do block proxy sites, and we're releasing an update to our service that also addresses the proxy server issue very shortly.

I just discovered my son is getting around Norton Safety Minder!!
All he is doing is setting up the site he wants to visit as proxy in IEs LAN settings. This is complete defeating a supposedly complete security program.
FWIW, he learned how to do this from friends in school. It's not complicated for a 13 year old.
No this is not an April fools joke..
