Note: Repair Norton did not help.
fwiw ~ fix for me…at this time
Uninstall → confirm machine set to my preference → Install
Note: Scale 100% Recommended & Text size 150%
Note: before Norton 360 re-install…only Norton 360 UI renders with scale/size issue…on my machine.

odd is Norton desktop shortcut
my Norton was happy for a week with Text size 150%
now, my Norton is not happy with Test size 150%
my Norton is only happy, now, with Test size 100%
only Norton affected like this by Text size 150%
my other programs UI are not affected like this by Text size 150%
