when the windows opens scroll to:
LiveUpdate (Live update core engine) start up type should be Manual
LiveUpdate Notice start up type is Automatic

Yes, they can co-exist fine. Try running the PiUpdate tool. You can download the tool from here:

Thank you for the replies.
LiveUpdate often balked at starting from Norton 360, so as a workaround, I repeatedly did Start Menu -> Run -> Luall, and sometimes that got me an update, and sometimes it did not, even after rebooting. But I'm finally at 2.3.0.9, what a pain.
So this issue is resolved. But at this point, I have little confidence in the quality of LiveUpdate and Norton 360.
