I have 2 newer Samsung laptops that ran Norton 360 Premium well - until I downloaded Norton Utility Premium for free! After 4 Tech calls with persons who barely speak English and using LOGMEIN to fix each laptop, AND removing the Utility Premium completely - I have to remove and re-install the entire Norton suite every time I turn on either laptop in order to regain my VPN services from Norton!!! Help...

Have a strong look at this article regarding NUP settings. Just below step #6 you should see this statement below, which will affect how NUP is set to start portions of its services with the OS. I would disable this running at system startup and run NUP manually on a personal schedule. Also since you are using Windows 10 there isn't any need for NUP in the first place since Windows 10 performs maintenance tasks of its own in the background.
The Potentially unwanted items tab in Startup Optimizer provides the list of programs that may reduce the startup time of your computer. Use the toggle switch under the Status column to Keep on or Delay or Turn off the program when your computer starts
