I have an MSI Vector 16 HX A13V and was experiencing the same problem. After a lot of trial and error trying to find the cause, thinking it was Windows, then Nvidia, and so on. The last thing I tried was uninstalling Norton, and magically the problem disappeared.
It’s strange because I’ve been using Norton for about a year and a half, and this problem appeared a couple of months ago after the last Norton interface update. At first, I didn’t notice it much, but over time it became very annoying. I’m off Norton until they fix this problem.
