Virus Not Detected by Norton Internet Security or NBRT

I was unable to find documentation of this virus on the Symantec site, but it is widely documented around the web. For example, http://www.bleepingcomputer.com/virus-removal/remove-fake-Microsoft-security-essentials-alert. That and other sites document the virus well, so I won’t belabor this discussion with the basics. I will add that, at least in my case, the virus disabled ctrl-alt-del, task manager and both versions of regedit. The Norton Bootable Repair Tool with current virus descriptions did not find it. I was able to use the information on the bleepingcomputer.com page referenced above to manually disable the virus. I have executable and the registry entry that I removed to defeat it. I can provide those to Symantec if someone would give me the address to submit them. I have not attached them here as that seemed irresponsible.
