This program was driving me crazy. It popped up on virtually any picture I moused over. Googled a solution. Did not find it, but did find a hint to look for DT Vault. I have Windows 7, so I launched Task Scheduler. I went through processes and services and I found DT Vault. I right clicked and disabled it. Then I deleted the program it came with: Safe Connect.
