When browsing any web page norton vpn just disconnects then after a about min or less reconnects.

Your ISP is probably blocking the use of the WireGuard protocol. Therefore, in the VPN protocol settings, switch from automatic to another protocol (Mimic or OpenVPN), which is not blocked for you.

are you Norton VPN plan or VPN included with Norton 360 plan?

If you are using Norton antivirus, there may not be VPN protocol settings there.

If you do not have a VPN protocol switch, then you do not have the opportunity to switch the WireGuard protocol used by default, which is blocked for you. The protocol switch is guaranteed available only in Norton VPN.
