VPN won't connect

Hello
A few days ago my VPN suddenly stopped being able to connect on my Windows 10 pro computer after half a year of working perfectly fine. At first I was thinking it was simply a norton server situation and waited. But a couple days later it's still not connecting. 
So I did all the normal stuff of checking connections and ports and softwares even going so far as to uninstall and reinstall norton several times both with and without saving preferences
This all leads up to today where I searched online for any resolution

-Updating Norton

-Enabled Windows firewall for norton

-Checked graphics driver

-Checked windows fully up to date

-Disabled IPV6

-configured Norton firewall

I'm sort of out of ideas :

Just tried it. Turned off the quick start up and restarted my computer nothing happened

Did you happen to get the Windows 10 - 2004 update around this time? If so, be sure you have checked to see if the Fast Startup feature is disabled. These major updates can turn it on again. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.
