I found a way to fix this problem with the primary user account.
If you search for this error on these boards the Symantec tech tells you to just create another user account and run Ghost from there. But what about your primary account???
Well I solved it. You need to create a new account (just like the symantec tech says). But once you do this you have to go to the folder C:\Documents and Settings\Administrator\Local Settings\Application Data\Symantec_Corporation\VProConsole.exe_Url_lpdc2k50jgmq1bxprss5e1wfkmvu5yvj\9.0.0.0 and copy the file user.config
Copy that file to your c:\ directory and go back to your primary user account that is having problem with Ghost.
Go to the same folder location C:\Documents and Settings\Administrator\Local Settings\Application Data\Symantec_Corporation\VProConsole.exe_Url_lpdc2k50jgmq1bxprss5e1wfkmvu5yvj\9.0.0.0 and paste that user.config file you copied from the new user account into this one. Once you do this your problem will be fixed and you will be able to open ghost without error.
