Website created havoc on my PC

I visited a website that has a free program that is supposed to convert your humming a tune into a musical score.  It was at: http :// scorecloud.com/? from= scorecleaner

After I installed it, I tried running it, and then: Chrome would not open, and Microsoft Edge, though it would open, would close immediately if I tried to view a URL.

I tried to go to settings and also hit the windows key, and they did not work at all.
I checked it with safeweb.norton.com.  That site said it was safe.

I could not find my usual McAfee anti-virus - but Malwarebytes was present, so I ran that, and that did not report viruses.  Then all of a sudden McAfee appeared again, so I ran that, and no viruses were reported (though I had uninstalled the program).

I used to have Norton 360, and I probably have a few months of subscription left on that.  Is there anyway to check what happened?  Did I have a virus?  Do I have a virus?  If so, why did safeweb.norton.com say the site was safe?
