Problem solved. I opened NVIDIA Control Panel, went to the Manage 3D Settings section, and changed the preferred graphics processor to "Auto-select" instead of "High-performance NVIDIA processor".

I do seem to recall a thread about the UI missing the Norton logo a few months ago but, I cant find it right off . I believe they ended up reinstall Norton to correct that issue.
If you want to try reinstalling, and if you are using Windows 8 or 10, please ensure you have turned off Windows Fast Startup first. Please see the following link. Then Reboot your system.
Next, please download the NRnR tool from this link here Be sure to scroll down to "Remove Norton device security completely" and click on it. Read through steps 1 - 8. Download the NRnR tool from step 1. Start the NRnR tool and ensure you click the Advanced Option and select "Remove Only" as outlined in steps 5 - 6. Note, this will remove Norton and any custom settings. So if you have custom settings, you might want to make note of them first, so you can reset them later.
After restarting, close the NRnR tool. Do not reinstall through the tool.
Next, log into your My Norton online account and select download a new copy of your subscription and then reinstall. Once you've reinstalled, run updates and reboot between until it says no further updates available. Reboot one more time.

Yes, from your video, it appears the classic UI is missing the NortonLifelock logo in the upper left corner. As for the transitions between clicking on different tiles and feature settings, there does appear to be a slight delay. I did notice from the video, when you click on performance tab, your CPU Usage is jumping up to Norton:25% | System:33%
Doing the same on my system, my max CPU is - Norton:6% | System:8%. This is with Firefox with multiple open tabs, Task Manager, and Notepad open.

Sorry I guess I should have worded my question a little better.

Same thing with the animations (when I click on the arrow to display options). My Norton's animations look so weird, but it looks normal in the other video.
When you first install Norton, the default is the new My Norton UI. You can set it to start in either the My Norton or Classic based on your preference as shown above.
If you prefer to use the My Norton UI and want quick access to the other controls and setting located in the Classic UI, Select Open next to Device Security and it will open the Classic UI. Unless I'm misunderstanding your question, this is Normal.

From the video, I didn't see anything abnormal. Its simply showing Norton's Classic user interface. If you click on the "My Norton" tile to the right, it will bring up the new user interface you may be more accustom to seeing. If you want to switch it back so Norton starts from the new user interface, click the gear icon (bottom center) while in the new interface and select My Norton rather than the classic.
