You need to uninstall your Norton product using Norton Remove & Reinstall tool.

Bombastus provided an excellent answer in this post . 

 

Although not solved in that thread the usual corrective action if there is a problem with the Activity Center and Norton talking t each other, is the WMIUTILS.DLL fix referenced by intesec.

 

At this point there is no need to run the remove and reinstall tool.
