It looks like this was an automatic live update failure.
I just noticed that Norton 360 was not fully booting up - probably a live update failed and it was like this for the last few days.
I did a manual live update, and rebooted, and now norton 360 fully boots up and that file is no longer being run.
No file on my machine running 22.22.11.12
