What is the difference in program rules vs Firewall rules?

I went ahead and clicked on my desktop shortcut for yahoo messenger

I did not log in, instead just click off the log in box

 

But in my Norton Security History, I see

"you created firewall rules to manage how yahoo messenger access your network resources"

It shows traffic description of inbound TCP

 

So now what if I do not want Yahoo messenger to be allowed through the firewall anymore?

Do I find some entry in smart firewall configuration?

I did not see anything about Yahoo messenger in smart firewall congfiguration- general rules
