This is a known bug in NIS v. 21.0.x that appeared after a recent update to MS Office/Outlook 2010 SP2. It should be fixed as soon as LiveUpdate delivers the NIS v. 21.1.0.18 product update to your computer. See Tony Weiss' announcement of 10-Sep-2013 about this update here as well as comments here by Symantec employee sneha_renga on how to manually delete the ghost folders in your Outlook mailbox after the v. 21.1.0.18 update is delivered.

If you're still having problems downloading NIS 21.x from your Norton Account, you can download the latest offline installer from www.norton.com/latestnis. You can also contact Norton Support via Live Chat and they should be able to resolve any issues with your product key if it's not accepted after you try to refresh your subscription from the main NIS GUI at Support | Subscription Status.

Thanks, oddly I had just had an update that had to be configured. I didn't look at which version it was.
I have found the Norton bar was already missing from Outlook and was still not there. that’s when I had the daft idea of uninstalling and reinstalling to see if that would fix it. So maybe it wasn't the fixed version, though a second PC did get it that evening. But if it was it didn't work!
Yes I found and old version on line and updated that. After all that the Norton bar is now back as are the reproducing Outlook folders as I haven’t had the update since the reinstall.

If you want to see if the NIS v. 21.1.0.18 product update has been delivered to any of your computers, you can check your current version number at Support | About. As Tony Weiss noted in the announcement here:
"As is standard practice, we are deploying the patch in a phased manner. We have released the patch to randomly selected customers, and will then monitor our telemetry, as well as this forum, for any problems or issues. Once we have confirmed the effectiveness of the patch, we will make it available to all customers."
