Where do blocked call go?

With Norton Mobile Security, do blocked calls  go to VM or into the ether?

I currently use Privacy Star. This app sends blocked calls into the ether?

Thanks in advance for the help.

Norton Mobile Security does block the call from ringing the phone, but unfortunately it will direct the call VM.
