Which  Norton  .exe file should  be used by my download manager to scan downloaded file?

Try "NAVW32.exe"

For me it's located at: \Program Files\Norton Internet Security\Engine\version\NAVW32  (windows XP)

It's the command line executable and when I double click it, it opens a help file with all the commands and options.

I don't know if your program allows any changes or commands.

But the switch /SESCAN is for silent here is the description:

 

Performs Quick Scan in the background.

Note:

Norton AntiVirus displays the scans window only when a threat is detected.

 

 

"Full path to NAVW32.exe" /SESCAN "full path to file to be scanned"

 

Although at least when the box stays open you know that the scan happened.
