I have 8 devices on my home network. Of these, 5 are connected to a TP-Link wireless router and 3 are wired to an Actiontec cable modem/router (the TP-Link is also wired directly to the Actiontec, as that is the WAN access point). The 5 wireless are 3 Win10 laptops and 2 Roku devices. The 3 wired are a Win 10 desktop and 2 printers. The wireless IPs are all in the 198.168.0.X range and the wired in the 192.168.1.X range, and they use different DHCP servers.
My issues started out as not being able to access the shared volumes on the devices, but before I work on that, I need to understand why the 3 laptops on the TP-Link router can not Ping each other ? They each can ping themselves and both Roku devices, but neither of the other laptops. Ping and tracert both return Destination host unreachable. The latest version of Norton (22.20.5.39) is installed on all of them and they have a common Norton Firewall setup:

I have tried playing with the Traffic Rules ICMP setting, but nothing worked. So I am looking for help making this work before I tackle the SMB stuff. Suggestions would be appreciated.
