Why can't Norton get anti-spam to work for IMAP email?

The title of the thread says it all. Other vendors of security products have anti-spam that works for IMAP email but Norton's doesn't. I recently tried using Kaspersky Pure and it worked very successfully doing this. The only reason I didn't stay with it was because of some other problem. With their solution you saw the mail arrive in your inbox but then it was scanned by their software and moved to the spam folder. A simple and effective solution. I'm talking about this specifically when used in conjunction with Microsoft Outlook but I'm sure the problem exists with other integrations also.
