Allen K has given you their official answer but I would add that it is very very common to have to register in some way in order to post on forums or newsgroups.
It certainly is not unique to Norton.
I can tell you one thing categorically -- if you want help on a Norton product here you will get it to a greater degree, more honestly and more quickly than I have seen anywhere and I speak with several decades of giving and receiving support on line.

What is all the registration for? Just to harvest even more email addresses? You made these forums because you wanted to help people, right?
So why do you make it harder than it should be to ask about help on BROKEN Symantec applications? Why? It's the era of information;

Allen, sorry but you failed to address my critics. It's simple; allow to post without registration. Don't make ALL users register only because SOME of them could EVENTUALLY use subscriptions. It's unfair and I'm sure you know this :) One word - WIKIPEDIA - comes to mind.
Your answer gives me very strong impression there wasn't anybody to think how to make forums as accessible as possible.
I would like to add something else: SPAM
Without any registration the forum would be spammed by the minute without doing something about it.
Now it is easier to track spammers

You say like if WIKIPEDIA doesn't exist. It exists and expands and is the best proof that free contribution concept works very well. As to spammers - do you really think giving email is a good way of keeping any forum free of spam? How is that with domain prices being as low as 0,25euro in Poland for example? I'm sure spammers have better ways of reaching victims than Symantec Tech Support forums.
It's much BETTER FOR the forums' USERS to have one Symantec's employee who keeps spammers out of forums than to make all the users register with their emails before posting.
The most important note - don't think what is the easiest for forums' owner but think what is the best for forums' users.

Stu, I give up. I used to do it every time someone rises this pseudo argument "you are the first...".
We all are very lucky Einstein and others didn't give up when they heard this pseudo argument.
The forum requires registration to post so that we can also offer subscriptions to threads. Without the email verification step we would not be able to offer the subscription function. We must comply with internet mailing standards that prohibit the forum from emailing without the verification step.
The advantage of using thread subscriptions actually makes it easier for a consumer that wants to know immediately when his/her thread has gotten a response and does not want have to come back and check the forum regularly. When posting a message you can check the box "E-mail me when someone replies." just above the post button, or when simply reading a thread that you would like to receive email updates on use the "Thread Options" dropdown near the top left of the page (right under the search box).
There are are several settings involving how subscriptions work for you on your profile page. Click 'My Profile' near the top left of the page and then select the 'bookmarks and subscriptions' tab to adjust your defaults.
