@Martin.S That is a good question that should be answered directly by Norton. IF, Norton has changed their licensing structure something should have already been posted in that regard. Mac itself doesn’t require separate licenses for each additional user regarding software, I have no idea why Norton would. But, weirder things have happened.
One thing that comes to mind is whether ALL users on the machine have admin access. Although that shouldn’t be an issue I am throwing it out there all the same. How many licenses are on your Norton subscription?

These licenses are device-based, not per-user. Therefore, multiple users on the same device require only a single license.
