From your image, it appears this is a fresh install of Norton. Was this a reinstall that you have done for some reason? If so, Norton does not recognise that you already have the Safe Web browser extension installed. That would not get removed if you did a Norton remover uninstall.

If you saw my suggestion to try the Install Now button, DO NOT DO THAT. It does open your browser and starts the installation of Norton extensions.
