Why is there an 'ignore' option in advanced settings?

While navigating through Norton's interface, I found out there is an option to stop monitoring or 'ignoring' key security components. What is the purpose of this option? It is not just an option to hide notifications: it makes the program misinform the user as it appears to say with green letters 'You are protected' although antivirus and firewall may be turned off. It appears to me that this option can only be used with bad intentions...
