I recently received an update to my windows 10 and I was locked out from accessing certain programs even my control panel. When I tried to access these programs a pop up message will show "An admin blocked your access for security reasons". I regained control of my laptop by restoring to a previous restore point before the updates. I suspect the following file download caused the problem:

c:windows\system32\mmc.exe c:WINDOWS\system32\devmgmt.msc

Does anyone have this problem? Is windows trying to take control on my laptop? Maybe someone from Norton can assist?
