OK, if I am on the Admin account, I can enable the toolbar. Logged on as a user, the toolbar is not even an option. If I run Firefox as an Administrator, I can enable the toolbar. However, if I then start Firefox as the user, the toolbar is gone and there is no option to enable the toolbar.
Is there a fix for this problem?
