Win XP, IE 8 unable connect to webpage after Antivirus (2012) Live Update fails download


Hi, I bought and installed a Norton Antivirus (2012) in this past July.

My computer is a Sony (Vaio) desktop with Microsoft Window XP, professional edition,
service pack 3. It is installed with Internet Explorer 8.

I am encountering the Internet Explorer 8 problem right after I tried to run the Norton
Antivirus Live Updates about a week ago. The Live Updates was not successfully completed.
I saw a pop up dialogue box saying Window framework problem and asked me whether sending
notification to Microsoft or not. I clicked "SEND". And I tried to re-run the Norton
Antivirus Live Updates for a few more times and hope to fix the update incompletion
problem. However, each time the Live Updates just only goes through the checking process
and fails the incomplete download and it gives me a "Internet Connection" error. I think
the Internet Explorer 8 had stopped working correctly starting from that moment.

I tried to open the Internet Explorer 8 to connect it the msn.com webpage and some other
webpages. It always gives me the "Internet Explorer Cannot Display the Webpage" message.

I use dial-up internet access. If I tried to disconnect the dial-up connection and
connect it back and open the Internet Explorer 8 again to connect to any webpage.
Sometimes, the webpage can be very slowly displayed for about a minute and it froze.
If I tried to connect to a different webpage, the "Internet Explorer cannot display
the Webpage" error message shows up again.

I called up my dial-up internet provider. They said that their server is fine.
I checked my dial-up modem and cable connections. They are good.

I don't think my computer has other hardware problems. I had done the Norton Antivirus
Live Updates twice after I bought the Norton Antivirus (2012) in July. I did not have
any Internet Explorer 8 problem after each Live Update. By the way, each time I ran
the Live Update in the past. It was very slow. It took 6 to 8 hours to complete and
usually it did not complete at the first run. I needed to re-run a few times and
it finally completed the download and the update installation. I believe that it is
because I use dial-up internet connection. However, I did not have the Internet
Explorer 8 problem in the past after the Norton Live Update. This time I ran in this
problem.

I did a full system virus scan. The computer is clean.
I did also try to remove all the Internet Explorer Add-On's and reset all settings
to default but I still get the same problem.

I tried to check all Window updates but I am unable to do that because the Internet
Explorer already has the webpage connection problem.

Do I need to disable the Norton Antivirus and try to open the Internet Explorer to
connect to any webpage to check whether the problem goes away? How do I do that?

Or do I need to un-install the Norton Antivirus and then re-install it back?
Is it hard (or "tricky" ) to do ?
I still have the Norton Antivirus (2012) CD.
Does the CD make the un-installation and re-installation easier ?

I think that something linking to the Internet Explorer 8 operation was "broken"
during the Norton Live Updates download recently. Perhaps, it is because the
"dial-up" slow speed download causing some kind of files corruption. I am not
sure.

My big problem now is the Internet Explorer not working.
Now I am using the computer at work to ask for help.

Hopefully, anyone who had experienced this issue can give me some suggestions
and also a step by step instructions to guide me to resolve my Internet
Explorer 8 connection problem. And I can bring the suggestions and instructions
back home and try them on my computer at home.
