Windows 10 black screen when attempting to enter settings

I just bought a new computer with Windows 10. I made sure the latest drivers are installed, and I installed Norton. While I was browsing the internet, Norton pop-up in the corner(where the clock is located, not a browser pop-up) with a promotional offer, which caused  my computer to freeze and then the screen went black. I had to hold down the button on the hard drive and restart it. I read on this community forum about going to into settings and turning off Special Offers and Promotions inside Norton, and also about quiet mode. I tried to enter the settings menu from the Norton main screen, but my screen flashes, comes back, flashes again, and then permanent black. I have to hold down the button to restart. I tried safe mode but Norton only wants to run a scan, I can't get to the Norton main screen in safe mode.

I really don't want to give up on Norton. I've been using it for years without any problems. I researched as much as I could and tried, but couldn't solve my problem. Does anyone know what to do?
