Hi, I was wondering if anyone out there has an answer to my problem. My windows 10 is caught up in a loop. It comes on stating that it's working on updates. Then it says updates are 100% complete. Then it says scanning and repairing drive C. Then it says we couldn't complete the updates, undoing changes. After about an hour, I can use my computer. When I turn it off my computer the same old stuff happens, over and over. I did contact Microsoft and the tech was given permission to my computer to make changes. He asked me if it was ok and I told him that I didn't know until I restarted my computer. There was no change. Apparently, I am not allowed to request no updates from Microsoft. Not sure what's going on.

This is most always caused by the system going into hibernation on a regular basis, too many improper shutdown and/or fast startup being enabled in the power settings. Her is how to disable fast boot on Windows 10: Reboot the system after changing this setting to get a proper shutdown. See if your issue continues.

If all else fails performing a system refresh should solve your problem. In the system tray notifications are open it then select "All Settings". Then from the home screen select "Updates & Security". See my screenshot.

Interesting how the microsoft recovery scenario for many boot failures starts with booting normally as one of the steps.

Yes, as administrator.
Always use the RESTART function after updates from MS and Symantec.
Are you logged on as Administrator Account ?
I have both turned it off myself while Microsoft restarted it numerous times.
When you Restart do you use the actual Restart function via the close down selection or do you Shut Down and Start up again?
They work differently and only the Restart option gives a clean startup -- Shut Down saves a lot of data to the hard drive and uses it again when you Power up again.
Updating needs the actual Restart.
I hope you have a current backup that's fully operational
if so revert to it and let the system try to get the updates again. I've had to do this a couple of times with updates and new builds
