Windows 10 Message Norton 360 Hasn't Started When It Has

I upgraded to Windows 10 a few days ago. I did a fresh upgrade but doing a factory reset on my PC, only running updates for Windows and HP Support Assistant, and then upgrading to Windows 10. After that I verified the upgrade was successful, I started installing my applications and restoring my personal files, starting with Norton 360. I logged into my account and got the most recent version of Norton 360 for the install (v 22.5.2.15). It installed fine, no problems there. I ran Live Update after that until it was current and then did a full system scan. As I continued with installing my applications and files, every time I did a reboot or shutdown completely and powered back up, once I logged in Windows would give me an error message first that there was no firewall turned on and then that there was no antivirus software. Immediately, I did a check of the Security and Maintenance under Windows Control Panel - strangely, there it reports everything is on, working, and in good status and active. So then I checked Norton 360 itself - no red flags on the dashboard and when I go to the Advanced Option under Security - it shows everything is on.

The first time it happened, I thought maybe it was a fluke. Or maybe some sort of issue with performance as I was re-installing my applications. However, at this point, everything is installed and I have been running it as normal but still, whenever I reboot or power on, I get a flag from Windows that there is no firewall turned on and no antivirus software running. I am running Windows 10 Pro Build 10240 on the slow track for updates from them, for what it's worth. Windows Defender reports it is off and Windows Firewall reports that the firewall is being managed by Norton 360 when I try to check those settings in the Control Panel. No other AV software installed. Seeing reports on Symantec's site that some people have experienced issues with Norton after upgrading to Windows 10 and that they should uninstall and reinstall, I tried that (even though in those instances those people had Norton installed before the upgrade and I did not).

Has anyone else experienced this? Any solution? It's driving me crazy, because I have to take the time after every boot to verify that security is good and it is just a fluke. I worry that if I stop checking, one of these times Norton might actually be off.
