Windows 10 pop up/ trial

When my father purchased this computer, it was pre-programmed with a Norton free trail for 30 days.

It started and ended that trial in 2013 and upon start up I would see a message "your Norton 30 day trial has expired. Un protected for (however many) days" but after a while, I never saw anything from it again.

Now that the new Windows 10 (which I do not plan on getting) is out, Norton has come back and is constantly sending me a message saying "install an updated version or you Norton product for Windows 10" Well I never even had an actual Norton product or account, so when I try to re-download, it tells me there's an error. So I then decided to use the uninstal tool to just remove it and to prevent it from continuing the pop up which causes my computer to slow down, takes me off of what I was working on and appears with "a Norton download tool is already open" if I leave it open.

Even after using the uninstall tool, the messages still appeared. It also re-added the Folder "Norton" to my Public downloads. So I manual went through my computer and deleted the files within. Still, they came back.

I've deleted, uninstalled and downloaded countless times and still after about 20 minutes, the pop up appears no matter what I do. The Norton file just adds itself back into my computer. I feel like I'm being harassed and I just want to make it stop re-adding itself so it no longer gives me a pop up and asks me to upgrade. I never had a real Norton product, therefor I can't upgrade. 

How can I completely get rid of Norton and prevent it from just re-adding itself again?
