Because I don't have the extra time this evening, I will be doing the upgrade tomorrow on my Windows 11 machine. Also validating whether Norton 360 will have any issues with the upgrade accordingly. Please note that Microsoft will put a HOLD on your upgrade should the install detect any software or hardware issues which will present a compatibility issue.

On a brighter note, Microsoft and its smoke blowing over hardware and security takes another beating. Evidently MS believes they can force a money grab anytime they please, and, that the public are ignorant to what their REAL plans actually are.

What is making matters even worse for MS is current hardware is having issues:

So far, so good! Build 22621.521 is running great, Norton is behaving as it should.

Well...well!! Had to install and run Windows 11 Health Check utility then have it check my system. God only knows why, its already got Windows 11 installed and not an insider build. Got no positive results with that. I then used the Windows 11 Installation Tool which quickly upgraded the laptop to 22H2. FWIW!! Big Tech most assuredly has outsourced or contracted their quality assurance these days. So much trash is being released and not properly tested and vetted IN HOUSE before that release. This fiasco never gave an error code or stop code nor any other reason for not installing in the manner its advertised. Majorly disappointing for me, we can only imagine how it will be for the everyday user.

Interesting!!! The standalone package gives me this notification. Not applicable to my computer, well. Its the .msu installer as it should be. The .cab version is for EU. Microsoft surely doesn't want everyone to do a clean install. That is just beyond reproach!!

Although, I'm not seeing this error or any other error appear, others are when getting the 22H2 upgrade. Just an FYI!!
The manual download installs from the MS Catalog. Will give it a go later. https://www.catalog.update.microsoft.com/Search.aspx?q=kb5017321

Finally had time to update my Windows 11 laptop this morning. Microsoft is NOT offering 22H2 on that machine as of now. No notifications that any hardware or software incompatibilities are present. Windows 11 Home x 64 on an HP ProBook w/Intel11th Gen i5 CPU. 32 GB DDR-4 and 1TB Western Digital Black M2 SSD. Will give it a retry later in the day or early AM tomorrow to see if the update is being pushed. IMA, this is a clean install from when I replaced the factory HD with the SSD so its clean as a whistle.

I would assume your older laptop has been modified to install Windows 11 in the first place for it to be running. Or you have upgraded hardware. I've still not gotten around to my upgrade today. Small stuff keeps cropping up and getting in the way. lol Thanks for the post and info.

Installed 22H2 on a 10 year's old laptop, it went fine and N360 is working after the upgrade. (used Win 11 x64 ISO for in-place-upgrade).
Cheers,
