Windows 8 start page tiles and apps are all missing - any ideas?

How do I fix a blank start page Windows 8? A bare blue page with my name and the word "Start" on the page.

A few months ago my "Metro" style start page came up blank on boot-up. All apps also gone. Never used that page or those apps so never cared about it. The desktop page was still intact and everything there worked fine. But now I Mister Softie says no more support for Win 8. Must update to 8.1 and then ultimately to 10, right? So...how the heck do I get that front page working? I suspect the attempt to upgrade will fail since surely something is amiss with the current version. I am trying to avoid using "reset" or "refresh" since that will surely undo Norton IS. Can anyone shed light on this?
