Windows Action Center says Windows Firewall is turned off or set up incorrectly

I am using Norton 360, version 5.1.0.29 with Windows 7 Home Premium version 6.1 (Build 7601: Service Pack 1).

 

The Windows Action Center insists that Windows Firewall is turned off or set up incorrectly and wants me to turn it on or get a different firewall program.  I do not believe this is necessary, since Norton 360 is providing my firewall protection.
