Windows Action Center won't allow Norton 360 to be turned on

I've had Norton 360 for over a year and never had a problem, but yesterday I noticed that my computer was "At Risk" because Norton was not turned on-- it has been on until this point.  I have removed and reinstalled as completely uninstalled the program numerous times and nothing has worked.  Everytime I open the Action Center the Security section shows that "Spyware and unwanted software protection" and "Virus protection" are both turned off.  When I click "Turn on now" a window opens asking if I want to run the program.  I click "Yes, I trust the publisher and want to run this program", but each time I just get the blue circle spinning for about 3 seconds and then the cursor returns to the plain white arrow without anything happening. 

 

Moreover, when I try to open the the program or the Live Update nothing happens. 

I haven't downloaded anything new to my system.

 

How do I fix this?

I know you said in your original post that you removed and reinstalled N 360, please bear with me and try it again following the instructions below:

 

If you use Identity Safe for your Logins, please back it up (export) the data so it can be Restored (Imported) after you install a fresh copy of N 360.

 

Plese remove the copy of N 360 you have installed, using the Control Panel uninstall via Add/Remove or Programs & Features.

 

Download and run the Norton Remvoal Tool once and reboot after it is completed. Download a fresh copy of N 360 from here:

Once installation is complete, open N 360 and manually Run LiveUpdate as many times as necessary for it to respond "no more updates found". If a reboot is requested, reboot and then continue to Run LiveUpdate until it responds "no more updates found" and then reboot one last time.

 

Once totally updated, don't forget to Restore/Import your ID Safe data.

I followed those steps as well and still nothing is happening. The file downloads but once the "Installation is Complete!" window opens, nothing else happens. If I click explore, it just shows the blue circle for a second and turns back to the arrow and when I try to open Norton 360, whether from the desktop or from the program menu it still does not load or open. I've tried restarting my computer and opening and still nothing happens.

What was the most recent thing that occured before Norton quit working?

Are you installing from an admin account?

 

Can you run a full system scan in Safe Mode?

 

What security software did you have installed before installing N360? How was it uninstalled?

I've been working on a paper for university and lately any webpage, pdf, or program has quickly become non-responsive and closes and friend of mine has sent me a file via dropsend.com-- I haven't used the website before.  That's the only real change I've noticed.

I'll do the run through in safe mode now-- I've only ever had Norton 360 on this computer.

Please try to run Norton Power Eraser in Safe Mode to make sure that your computer is safe from threats:

After that, please try to uninstall/reinstall Norton product again. Run the Norton Removal Tool and reinstall Norton product. Let me know the results.
