I've got version 19.6.2.10, and am getting messages from Windows Security Center asking my permission to change settings with Windows firewall, based on the running program's attempted access. This began happening when I downloaded the latest version. I checked Windows firewall, but can't turn it off (or on), as it explains that Norton is handling Windows Firewall. Did Norton stop using their own firewall? I never received these messages before, and it's stopping some program functionality for me.

Welcome. Please let us know what is the exact message you get from the Windows Security/Action Center. And the message Norton is handling Windows Firewall from the Secuirity center/Action Center is a normal message, because once you install an AV with firewall the Basic firewall in windows gets turned OFF as the AV firewall is handling the Firewall Department of the computer.
The message reads "Windows Firewall has blocked some features of (in this case, TeamSpeak 3 Server) on all public networks. It then allows me to adjust it to either private or public networks. I do not believe this a feature of NIS. Please advise.
No, that shouldn't happen. When you upgraded to the 2012 version, how did you upgrade? On top of the old installation? In that case, it might be an idea to uninstall Norton, run the Norton Removal Tool, then reinstall the latest NIS 2012, in case something happened to go wrong during the upgrade.
