Windows Vista, NIS 2010 and Cico QuickVPN

I am attempting to get the Cisco QuickVPN to work on a Vista SP2 running NIS 2010.  The VPN will make the connection and everything runs as expected until the final ping test prior to the completion of the tunnel.  When I checked the history file in NIS 2010 it shows intruder detection at the time of the VPN Tunnel was attempt the connect.  My first though was to turn off the firewall.  When I turned off the firewall and attempted a VPN tunnel connection I got the same failure with intruder detection in the history of the NIS 2010 software.  How do you turn off intruder detection so I can test or how can I accept the connection? Turn intruder detection off from the software panel does not seem to work.
