Recently upgraded to Windows 10 Version 1607 (Anniversary upgrade). A few minutes ago, I got this pop-up, apparently from Windows 10's Security and Maintenance function.
I don't have Windows Defender running, only Norton Security Version 22.7.0.76. So...what generates this, and why? Is it okay to click Yes, I trust the publisher and want to run this app? Also, isn't WSCStub.exe already running, if Norton Security is running?

There are many things that got reset with the Anniversary Update. One that might affect Norton and other programs is the Fast Startup feature. If you had turned it off in the past, the AU turned it back on.
If you use Windows 8/8.1 or 10, there can be an issue with the Fast Start feature.. See more information here.
