Let us know the version of Norton 360 you use (find it from Help & Support > About) and your Operating System. Did you get any error message when you try to open Yahoomail? Try disabling the Phishing Protection.

I disabled the phishing protection and that did not help
You can try to flush your DNS and resetting the winsock.
1. Click Start > Run, type ipconfig /flushdns and click OK.
2. Click Start > Run, type cmd and click OK.
3. in the command prompt, type the following and press Enter after each line:
netsh int ip reset resetlog.txt [Enter]
netsh winsock reset [Enter]
exit [Enter]
I am not sure whether this has anything to do with your Norton program. So, you can also check your connectivity by starting your computer in Safe mode with Networking.
1. Restart your computer.
2. As soon as the computer starts, tap the F8 key about once per second until you see the Windows Advanced Options menu.
3. Use the arrow keys on the keyboard to select Safe Mode with Networking, and then press Enter.
4. Click Yes to proceed to Safe mode.
5. Check whether you are able to connect to Yahoomail.

I tried both suggestions and neither worked. I didn’t have this problem until I loaded Norton 360. The computer that I did not load the Norton 360 on is opening my yahoo mail fine. I am pretty sure that the Norton 360 is the problem.
Can you confirm that you are not able to access Yahoo even in Safe Mode?
You can then uninstall Norton 360 and check whether you can connect to Yahoo. This is to confirm whether Norton 360 was the cause.

Thank you for highlighting this article. I have said, and still stand by the following,
“Yahoo! The worst web-based e-mail!”
Believe it or not, one time, I just brought up the inbox for my yahoo mail, and was hit with a pop-up! Thank goodness my security settings are very high and it was blocked. Anyhow, after that occurrence, I never went back into that account, and hopefully it drops off a cliff somewhere. I heard that they were getting a new CEO; I’m not sure of the outcome of that maneuver, however, abusive yahoo mail accounts seem to be carrying on in full force and effect with seemingly little/no oversight. More and more, I find that I am relying on my University-based e-mail.
Might I add, that Google is far from being out of the proverbial “woods” (so to speak) in my opinion. As a matter of fact, I still have to post my findings with respect to a Google Chrome “uninstall”; not pretty to say the least….

I also don't like the new interface of yahoo mail, too much ads there, narrows the screen.
