programs won't open/norton won't launch

Trying to help my son with his computer, Dell Latitude E5530, running Windows 7.  Within the last week he reports computer taking longer and longer to boot up and open programs. I have reset to a restore point a month ago, with no changes.  I have reduced the number of programs running at startup with no effect as well.  Norton will not open in normal start up.  In safe mode, Norton gives and error message.  What should I do next?

WAIT ~~~  JUST SAW YOUR COMCAST EMAIL>   NRnR Tool may not be compatible with Norton Security Suite from Comcast ?  CONFIRM  NORTON product PLEASE

The NRnRT is supposed to work with the Comcast Norton Security Suite - but usually throws a message that a Norton Product could not be detected on the system.

If the install is flawed, follow the instructions below:

Yes, we have Norton Security Suite.  Saw the info about possible conflict. Was going to use Norton Removal Tool instead.  Still unable to access internet, though. (I'm using my laptop for this communication.)

You might be able to try to download the NRT onto a USB Drive from your Laptop and then run it on the other system.

Are you on IE by chance?

The EDIT here Permalink was due to my initial pointing to NRnR Tool then editing out NRnR Tool upon realizing OP may be running NSS from Comcast.   Sorry, for fragmented Thread.   Was down to seconds and had to jump.

I'm using Google Chrome...would IE be better?  When I tried to download NRnR on problem computer, I received a "failed-network error" message.  I will try to find a USB Drive.

New problem.  The problem computer will not open the Norton Uninstall File from the USB Drive.  What can I try next?

Can you copy / paste the Tool from USB to desktop of affected computer.   Have you considered calling Comcast.  Granted the Holiday may be hard to reach. 
Just to remind ....You have full support from Comcast for your ISP branded Norton product.  Just a thought.....

Thanks for all your help.  Tried running Norton Power Eraser...scan ran for 24 hours and did not finish.  After exiting, was able to get online in safe mode and downloaded the Norton uninstall tool.  Then was able to reinstall Norton Internet Suite through Comcast and run scan.  A threat was found and fixed.  Windows updates run and installed.  All seems well.

FWIW - at present Comcast is not making any changes to Norton Security Suite, remains to see what happens in the future in regards to the new NS and NSBU products just released on the retail side.

Comcast is changing their Constant Guard Protection Suite (CGPS) to Fast Connect (FC) and passing the support to White Sky.  Many upset users, lots of unwanted pop-ups, harder than usual to remove Fast Connect once installed.  Basically a less than desirable program - neither CGPS, nor FC has or will ever be on my systems.

I believe bjm_ was referring to the Microsoft and Windows Updates.
