Search ignores unsafe sites?

I received a phishing email from americanexpressglobal.com

Putting that search into safe search returns .. a bunch of American Express sites.

Shouldn't very first "safe" search results show that this is a phishing site? Besides finding safe sites, shouldn't search also help people identify phishing/virus/malware/etc. if they search for it directly?

(I had to search with explicit quotes "americanexpressglobal.com" to show the phishing reports)

Presume you're referring to Norton Safe Search.
Have you tried Safe Search > Norton Options > FilterReport Suspected Phishing Sites > https://submit.symantec.com/antifraud/phish.cgi
And if you're referring to for example Google search engine results maybe you see Ad sites.
You may also try Google Search settings (see gear). And with Internet Explorer turn off ActiveX Filtering to display Norton rating Icon.

Perhaps check your financial accounts privacy policy for Opt-Out preferences. 
Spoofing big names e.g., American Express as you know is common.

Thank you for the detailed response.

My point was that when a "normal" (non-technical) user searches for a URL (perhaps coming from a phishing email that they want to check out), I think they should see immediately that it is an unsafe URL / server / etc. .. Norton Safe Search could / should be enhanced with easily consumable information about malware / viruses / C&C servers / etc. beyond what you would get from Google. I don't believe "turning off safe search" should be a remedy (although for a more tech. savvy person it may be). Having results from searching blacklists hoisted to the top would be super helpful.

"Is this what you meant?" results deflect from the fact that it's a known phishing url (e.g.  americanexpressglobal.com). Compare results when searching with the quotes "americanexpressglobal.com"

I don't believe "turning off safe search" was prompted.  Norton Options offer display filters.
You may always second opinion via for example Virus Total > https://www.virustotal.com/en/
Users may run for example > https://www.mywot.com/
Firefox users may offer security extensions.   Chrome users may suggest others.
User best security as always is human firewall.

Google also works this way.  I would guess it is because a phishing site would be a brand new site, and even if it had been reported, the search algorithms are still going to point to more "likely" results, based on past searches for the term.  If you enter a more specific term, such as americanexpressglobal.com phish, you will find the phishing reports.
