What is this file extension

I am recently getting a notice (Win10) to select a program to open files with the following extension: .d253cd8.  I google this extension and nothing comes up.  My Norton is always scanning and asking me to restart telling me it has removed threats.  In my old Explorer, the history would show all sorts of place I never went too.

I've done deep scans with 360 Premier but I think it is missing something.

I would suggest that you pay a visit to one of the free malware removal sites. You can have one of the sites check out your computer to see if you have any malware in your computer. If you do have malware, a malware removalist will work with you to help you to clean up your computer.

Please see this link for an up to date description of these sites plus the addition of a newly listed site formed by one of our successful malware remover users who unfortunately has passed away. That site is still being run by a good expert who happens to be one of the other Gurus.  The new site is listed first in this link.

As you are on Win 10, have you disabled the Fast Startup feature? This could be why you keep seeing that Norton has scanned and removed threats. Norton needs a complete system shutdown to complete malware removal. You may not get that with Fast Startup enabled.

If you use Windows 8/8.1 or 10, there can be an issue with the Fast Start feature.. See more information here.

Things happen. Export/Backup your Norton Password Manager data.
